Comparison of urban parking roadside berth construction and operation schemes

According to data from the press conference of the Ministry of Public Security, in 2022, China's motor vehicles will increase by 21.29 million, the number of vehicles will reach 417 million, and the number of drivers will increase by 20.64 million, with a total of more than 500 million. According to the Amap, more than one million parking lots have been built in China, but compared with the huge car ownership, the parking space gap still reaches more than 80 million.

In May 2021, the National Development and Reform Commission issued the Opinions on Promoting the Development of Urban Parking Facilities, requiring that by 2025, the parking needs of residential communities, hospitals, schools, transportation hubs and other key areas in large, medium, and small cities across the country will be basically met. Local governments have introduced policies to expand the number of parking spaces and set aside roadside parking spaces on existing urban roads. On the other hand, improve the utilization rate, use smart parking technology and equipment, and support the charging policy according to local conditions to drive the high turnover of parking spaces.

Roadside parking spaces require almost no investment costs, berth resources are abundant, local governments have encouraged social capital participation by transferring parking operation rights, adhered to problem-oriented, actively explored new models of intelligent governance, and used big data as the support to maximize the revitalization of parking resources, achieve transparent charging, and promote efficient and intelligent urban parking operations. According to statistics, by the end of 2021, there were 587 construction projects in China to realize road parking intelligence, of which, from the perspective of front-end intelligent technology products, the projects using geomagnetism were as high as 66.2%, and the geomagnetic parking space detector has become the equipment of road parking front-end intelligent technology products.

There are mainly the following mainstream construction modes of urban on-street parking:

First: geomagnetic + PDA

By installing geomagnetic parking detectors in on-road berths, using radar and geomagnetic induction technology to manage the parking situation of parking vehicles, and then passing the PDA in the hands of personnel to identify and record license plates to achieve parking management charges.

Low construction cost, fast construction speed, not affected by weather conditions, high detection accuracy, no wiring construction, easy installation. There is no impact on the urban environment, and compared with the pure manual mode, the coverage of the fee management of inspection personnel is further expanded and more efficient.

Second: geomagnetic + inspection vehicle

Install a camera and GPS positioning equipment on the vehicle vehicle to form a patrol vehicle equipment, replace the PDA with the inspection vehicle for license plate recognition, and use the GPS device to bind the parking space to realize the automatic entry of the license plate number of the parked vehicle.

The automated evidence collection method frees up more time for parking operators to assist in road order control and service vehicle owners, and conforms to the reduction of personnel of parking operators to increase efficiency (ground staff can be reduced by 50%-70%, and work efficiency can be increased by 65%). The dual guarantee of geomagnetic timing billing + inspection vehicle photo collection is the best solution for the return on investment in parking operations.

Third: geomagnetic + high-level video

Install medium and high license plate recognition cameras over roadside parking spaces, identify the parking situation and license plate number of each parking space through the license plate recognition algorithm, and then improve the license plate recognition rate through the secondary recognition of the platform to complete the automatic evidence collection of the parking process. Due to the complexity of the parking environment and the uneven degree of algorithm optimization of manufacturers, the actual operation process is extremely susceptible to environmental influences, and the detection accuracy is not stable enough, resulting in vehicle owner complaints everywhere, coupled with the fact that high-level videos generally use unattended mode, resulting in extremely low payment rates for car owners and too low return on investment of projects.

The high-level video + geomagnetic mode realizes the ultra-high automatic parking evidence collection rate, forms a complete evidence chain, and solves more than 90% of the leakage problems. In cities with relatively mature parking operation models (with urban parking operation platforms and specific and feasible charging policies), ETC can be combined to recover arrears and realize the management of urban parking network.
